Current law allows metadata collected by ISPs and platforms to be purchased or shared with law enforcement and intelligence agencies — circumventing constitutional protections through privatized surveillance.

Ending this practice will:
• Restore Fourth Amendment protections to the digital age
• Prevent the outsourcing of surveillance
• Reinforce individual privacy in healthcare, location, and communication records
